GANTT CHART

A graphic portrayal of work scheduled and work accomplished on the same Chart. These charts emphasize time as the most important Element of production and show the activities to be completed and the time to complete them as horizontal lines drawn in proportion to the duration of the activity.

GENERAL ACCOUNTING OFFICE (GAO)

An Agency of the Legislative Branch, responsible solely to Congress, which functions to Audit all negotiated Government Contracts, and to investigate all matters relating to the receipt, Disbursement, and application of public funds. The GAO determines whether public funds are expended in accordance with Appropriations, and how well Government agencies are managing their financial affairs.

GENERAL AND ADMINISTRATIVE (G&A) COST(S)

1) Any management, financial, or other expense incurred or allocated to a Business unit for the general management and administration of the business unit as a whole. 2) Indirect Expenses, including a company's general and executive offices, the Cost of staff services such as legal, accounting, public relations, financial, and similar expenses, and other general expenses related to the overall business. 3) A generic term used to describe expenses not directly assignable to specific Overhead accounts established for Engineering, manufacturing, material, etc.

GENERAL INFORMATION

Data that is common to Government or company activities, such as general, patent, and contract records, or information for available public release, versus Classified, restricted, or Proprietary information.

GENERAL LEDGER

A ledger, containing Accounts in which are recorded in detail, or in summary, all of the transactions of a Business enterprise or other accounting unit. The primary book of accounts utilized for recording Costs Incurred by a company including its Assets, Liabilities, etc. A company usually also maintains subsidiary ledgers to include such items as Work in Process, material, equipment, and Overhead expense.

GENERAL OVERHEAD ACCOUNTS (OR COSTS)

Overhead accounts or Costs for Labor and Nonlabor, not identifiable to specific Contract tasks or specific Functional Areas.

GENERAL PROVISIONS

1) Legislative requirements in an Appropriations Act, applicable to all appropriations of an Agency. 2) The mandatory (by law or regulation) clauses for all DoD Contracts, for the type of Procurement involved. These clauses are often referred to as contracting Boiler Plate clauses. See also Special Provisions.

GENERAL PURPOSE EQUIPMENT

Equipment suitable for a wide range of applications, and of a standard OfftheShelf Configuration. General purpose equipment usually consists of catalog type equipment such as oscilloscopes, voltmeters, power supplies, etc.

GENERAL PURPOSE TEST EQUIPMENT

Mechanical, hydraulic, electrical, Electronics, or other test equipment which, without modification or alteration, has more than one use, and is not limited to a special or peculiar research, Development, production, maintenance, or test application.

GENERAL SERVICES

Applicable to all company or Agency activities, and not common to a particular function, task, or product line. Examples of general services include fire and security, medical services, payroll and timekeeping, insurance, personnel, and employee relations.

GENERAL SPECIFICATION

A Specification covering requirements common to two or more types, classes, grades, or styles of products, services or materials. General specifications are utilized to avoid the repetition of common requirements in Detail Specifications. They also permit changes to common requirements to be readily effected.

GIVEN

A premise, fact, or Assumption generally and/or universally accepted at the outset.

GET WELL

1) To solve a program problem. 2) The planned solution or correction for a program problem. A "get well" often involves the requirement for or discovery of additional funding.

GO-NO GO DECISION

The decision on whether or not to proceed with a specific program, task, or proposal, etc.

GOAL

1) An end or objective. 2) A point aimed at for achievement.

GOVERNMENT

A generic term which refers to the agencies and installations of the United States Government.

GOVERNMENT CORPORATION

A corporation wholly owned by the United States, or partially owned by the United States, in which the United States participates in the management through officers, directors, or trustees specifically designated by law or required by law or Charter of the corporation to be appointed or approved by an officer of the Executive Branch of the Government. This term includes subsidiary corporations wholly or partially owned by another Government corporation.

GOVERNMENT FURNISHED EQUIPMENT

Equipment that has been selected, and is to be furnished, by the Government to a contractor or Government activity for installation in, use with, or in support of a system during production, conversion, or modification. See also Government Furnished Material (GFM) and Government Furnished Property (GFP).

GOVERNMENT FURNISHED MATERIAL (GFM)

Government property which may be incorporated into or attached to an End Item to be delivered under a Contract, or which may be consumed in the performance of a contract. GFM includes, but is not limited to, raw and processed material, parts, Components, assemblies, and small tools and supplies. See also Government Furnished Equipment (GFE) and Government Furnished Property (GFP).

GOVERNMENT FURNISHED PROPERTY (GFP)

Property in the possession of, or acquired directly by, the Government, and subsequently delivered to or otherwise made available to a contractor. See also Government Furnished Equipment (GFE) and Government Furnished Material (GFM).

GOVERNMENT/INDUSTRY DATA EXCHANGE PROGRAM (GIDEP)

A cooperative activity between the Government and industry participants seeking to reduce or eliminate Expenditures of time and money by making maximum use of existing knowledge. The program provides a means to exchange certain types of Technical Data essential in the research, Design, Development, production, and operational phases of the Acquisition Life Cycle of systems and equipment. The program is centrally managed and funded by the Government; however, because of Government emphasis on Commercial Off-the-Shelf items, any activity which uses and/or generates the types of Data GIDEP exchanges may be considered for membership. GIDEP data is divided into four major data banks: (a) Engineering; (b) Reliability-Maintainability; (c) Failure experience; and, (d) Metrology; the proper utilization of which can assist in the improvement of quality and reliability, and reduce Cost in the development and manufacture of complex systems and equipment. The GIDEP specifically excludes Classified and Proprietary information.

GOVERNMENT-OWNED CONTRACTOR-OPERATED (GO-CO)

A manufacturing plant that is owned by the Government and operated by a contractual civilian organization.

GOVERNMENT-OWNED GOVERNMENT-OPERATED (GO-GO)

A manufacturing plant that is both owned and operated by the Government.

GOVERNMENT PROPERTY

All property owned by or leased by the Government, including property acquired by the Government under the terms of a Contract. Government property includes: (a) GovernmentFurnished Property, which is property in the possession of, or otherwise made available to, a contractor; and, (b) ContractorAcquired Property, which is property procured, or otherwise provided, by a contractor for the performance of a contract, title to which is vested in the Government.

GOVERNMENT PROPERTY ADMINISTRATOR

The individual duly designated by appropriate authority, as an authorized representative of the Government Contract Administrator, to administer the contractual requirements and obligations relative to Government Property.

GOVERNMENT PROPERTY DISCREPANCIES

Any records on Government Property, which do not agree with other records, or physical inventories, etc.

GOVERNMENT PURPOSE LICENSE RIGHTS

Rights to use, duplicate, or disclose Technical Data for Government purposes only, and to have or permit others to do so for Government purpose only. Government purposes include competitive procurement, but do not include the right to permit others to use the Data for Commercial purposes. See also Rights in Data.

GRANT

1) A contribution, gift, or subsidy made by an organization, the Government, or a company for specified purposes. Grants are frequently made conditional by certain qualifications set forth by the grantee, such as the specific use, the maintenance of certain standards, or a proportional contribution of funds. 2) A transfer of property by deed.

GRAPH

1) A drawing that shows the relationship between certain (usually not more than two) sets of numbers. The relationship is usually shown by a line, Curve, or a series of bars. The points on the line measure graphically the pairs of values comprising the statistical series. Unless otherwise indicated, the Coordinates are rectangular, that is, they are mutually perpendicular. 2) Any pictorial device, such as a pie chart or bar graph, showing the relationship between two or more variables.

GRASS ROOTS COST ESTIMATE

An Estimate developed by requesting and collecting estimates from Functional Areas within a company or Agency for a specific Statement of Work or task. Grass roots estimates are usually developed utilizing a combination of many Cost Estimating Methods and techniques, but are generally developed by the people who will actually be accomplishing the work. GROSS COMMITMENTS

The total money value of Purchase Orders or Authorizations issued on a Contract to subcontractors and suppliers.

GROSS FIXED ASSETS

The total original Acquisition Cost of property, plant, and certain equipment. See Fixed Assets.

GROSS INCOME

The amount of Revenues, usually expressed in money, derived from Capital, Labor, Nonlabor, or a combination thereof, before deducting Expenses and taxes.

GROSS LOSS

1) The excess of the Cost of goods sold over the amount of sales. 2) The opposite of Gross Profit.

GROSS PROFIT

The Revenue from sales less the Cost of goods sold and inventory losses, but before considering selling and general Expenses, incidental income, and income deductions.

GROSS SALES

Total sales, before deducting returns and allowances, but after deducting corrections and Trade Discounts, sales taxes, excise taxes based on sales, and, sometimes, Cash Discounts.

GROUND SUPPORT EQUIPMENT (GSE)

Equipment designed to support and maintain primary mission equipment in its use. GSE may also be called System Support Equipment (SSE). See also Peculiar Support Equipment and Common Support Equipment.

GROUND SUPPORT EQUIPMENT RECOMMENDATION DATA (GSERD)

The Support Equipment Recommendation Data (SERD) for Ground Support Equipment.

GROUNDING

1) The bonding of an equipment case, frame, or chassis, to an object or vehicle structure to ensure a common potential. 2) The connecting of an electric circuit or equipment to earth or to some conducting body of relatively large extent which serves in place of earth.

GROUP

1) A number of individuals or things considered together because of certain similarities. 2) A collection of units, assemblies, or subassemblies, each of which is not capable of performing a complete operational function individually. 3) A subdivision of a Set. 4) Items designed to be added to, or used in conjunction with, a set, to extend the function or the utility of the set.

GROWTH

1) An increase in size or number. 2) A term used to describe the additional Cost to the Prime Contractor, when a supplier or subcontractor modifies, revises, or changes his deliverable End Items. These changes specifically exclude customer paid for changes and, in general, are directed by the prime to improve the performance or Capability, and/or to reduce the cost of the end item or total system. The term may also refer to any of the prime contractor's inhouse growth due to similar causes. 3) Cost Growth.

GUARANTEE(S)

1) A formal assurance that something is as represented, or that a specified act will be performed. 2) Congressional language term for a contractor Warranty.
