Frank R. Flett
Frank is president of Flett and Associates, and he possesses over 25 years of experience with proposal preparation and evaluation. As a former president of SCEA, Frank has shown dedication to advancing the profession of cost estimation throughout his career. He is widely recognized as the driving force behind the introduction and initial success of CostPROF. SCEA would like to formally thank him for his hard work and dedication.
For Contribution in the Field of Management:
Diane E. Butler
Diane is Wing Contractor Cost Task Lead at Hanscom Air Force Base and Specialized Cost Services Manager for MCR. She oversees a multi-contractor team of 20 estimators, and has a stellar record of success as a manager, analyst and mentor.
For Contribution in the Field of Education:
Peter J. Braxton
Peter is a Section Manager for Cost and CAIV Analysis at NGC/TASC. As a gifted teacher, one of the developers of CostPROF, and an involved SCEA member, Peter has shown dedication to enhancing the profession of cost estimating and analysis, and fostering the professional growth of its members
For Contribution in the Field of Technical Achievement:
Mike Popp
Mike serves as Avionics and Software Cost Estimating SME for Naval Systems Command. He is a technical mentor and consultant to over 200 cost and EV analysts, as well as Past President of the SCEA Southern MD chapter.
For Contribution in the Field of Service to the Society:
Paul Marston
Paul is VP of Operations and AF Programs at MCR Federal. His dedication to the society is evident in his countless hours of volunteer service while serving SCEA at local, regional and national levels, most recently on 2007’s Best Paper Committee, as Chairman of 2006’s Awards Committee, and recent President of the New England Chapter. Paul was recently elected as SCEA Regional Vice President.
